The Council of Europe appoints Professor Fernando Miró as advisor on Artificial Intelligence in Prisons
The Full Professor of Criminal Law at the Miguel Hernández University (UMH) of Elche Fernando Miró Llinares has been appointed expert advisor to the working group of the Council for Penological Co-operation (PC-CP) of the Council of Europe on Artificial Intelligence. Among the tasks of this working group in which the professor and director of the UMH’s Crímina center for the study and prevention of crime, Fernando Miró, will participate is the drafting of a recommendation on the use of artificial intelligence in the field of prisons.
The aim of the working group of the Council for Penological Co-operation (PC-CP) of the Council of Europe is to contribute to the development of recommendations, guidelines and even manuals sufficiently clear and concrete to help national authorities to improve prison and probation policies. Through its recommendations and other normative texts, the Council of Europe supports States in the design and implementation of innovative penal policies, based on its point of reference, namely the support and promotion of human rights, the rule of law and democracy.
Over the next two years, the PC-CP will work, among other tasks, on a draft recommendation on the assessment, management and reintegration into society of persons who have committed sexual offenses. It will also examine the need to develop Council of Europe standards in the field of treatment of offenders with disabilities or mental disorders and will study the impact and added value of the use of new technologies, including artificial intelligence, by prison services in the treatment of suspects and offenders, etc.
UMH professor Miró Llinares has extensive national and international experience in ethical and legal aspects regarding the use of Artificial Intelligence and has participated in multiple European projects and publications in this area.
